Campus Safety

I.  Safety is Everybody’s Business

Students, extended families of students, faculty, and staff are the top priorities of the Campus Safety Department.

•    The administration reaffirms the policy of reporting to the Campus Safety Department all sightings or suspicions of weapons anywhere on campus.

 

Possession of a firearm or deadly weapon within 1,000 feet of a public school is a federal offense, punishable by a fine or possible imprisonment.

•    The residence hall staff reaffirms the policy of scheduled and random room inspections, confiscation of illegal or prohibited items, and regular fire drills for all residents.

 

II. Crime Statistics

The Crime Awareness and Campus Security Act of 1990 requires Huston-Tillotson University to report designated crimes that occur on and in close proximity of University property.  This statistical information must be provided for the three previous years.

The Jeanne Clery Disclosure of Campus Safety Policy and Campus Crime Statistics Act is the landmark federal law, originally known as the Campus Security Act, that requires colleges and universities across the United Stated to disclose information about crime on the around their campuses. Because the law is tied to participation in federal student financial aid programs it applies to most institutions of higher education both public and private. It is enforced by the U.S. Department of Education.

III. Parking Policy Statment

A.    General:

        1. Texas Criminal and Motor Vehicle laws, in addition to University regulations, are in effect on Huston-Tillotson University property 24 hours a day. Strict adherence to all regulations is required to protect pedestrians and vehicles and to provide access for emergency vehicles.  The Campus Public Safety Department has jurisdiction to enforce the regulations with the right to remove or impound any vehicle operated or parked in violation of the regulations. The owner of the vehicle will be required to pay the cost of moving and storing the vehicle.

        2. Students, faculty, and staff are expected to be familiar with and abide by these regulations.  The fact that a violation notice is not issued when a vehicle is illegally parked does not mean or imply that the regulation or law is no longer in effect.  The responsibility for obtaining knowledge of all laws and regulations in force rests with the motor vehicle operator.

        3. These regulations apply to all vehicles operated on the campus of Huston-Tillotson University.  The Campus Public Safety Department will exercise reasonable protection and security for vehicle on campus, but at the same time each owner is expected to take the necessary steps to safeguard his/her property.

 

B.    Registration:

        1.  The registration of all vehicles operated on the campus, except visitor’s vehicles, is required.

         2.  The responsibility of finding a legal parking space rests with the vehicle operator and lack of space is not a valid excuse for violation of any parking regulation.

 

C.    Parking Fees:

       Student non-reserved 

                                                  $25.00 - Fall, Spring and Summer semesters

                                                  $12.50 - Fall or Spring semesters

                                                   $12.50 - Summer semester

        Faculty and Staff reserved 

                                                  $50.00 - valid from Sepemter 1 to August 31 of issued year

D.    Additional or replacement parking permits may be obtained at the same rate as indicated above.

E.  Students found operating and parking a vehicle on campus without the permit will be automatically charged.  The vehicle registration fee will be charged to the individual’s account.

 

IV. Campus Investigations

Campus safety officers investigate suspected or reported violations of the University Code of Conduct.  In the case of serious violations, the Campus Safety Department is required by law to enforce all laws.

 Sexual assault and aggravated sexual assault are serious felony crimes, and the University considers it imperitive to provide sexual assault awareness programs aimed at the prevention of such crimes. HTCS Crime Prevention Ofiicer is available at 512.505.3011, and personnel from the HT Health Services is available at 512.505.3039. In addition, representatives from the Women's Center (Rape Crisis) 512.267.SAFE (7233).

Sexual offenses include, but are not limited to , some form of forced or non-consensual intercourse, indecent exposure, or indecency with a child, and range from Class C misdemeanors to second deree felonies. The victims of these crimes should report the crime to the Austin Police Department (911), and to HTCS (512.505.3010). HT Health Services (512.505.3039) will assist any victim by direct counseling or referral to the appropriate agency.

Campus Sex Crimes Prevention Act: Information about Registered Sex Offender Students and Employees

Information concerning registered sex offenders who are students or employees at the University may be obtained at the offices of HTCS located in Connor-Washington Building, Room F. Information on all registered sex offenders may be obtained from the Texas Department of Public Safety at their website.

Additionally, Campus Safety is required to share all pertinent facts regarding the individuals involved and the circumstances surrounding such violations with local, state, and federal law enforcement agencies.
